VA Code § 22.1-273

Good Vision is a critical component to success in school
  • 80% of what a child learns in a normal classroom setting is through vision.
  • The recent Essilor Vision Foundation Everman Study directly links improved test scores and attend-ance to corrected vision.
  • The National Eye Institute, VIP-HIP Study released in 2016 has shown that uncorrected farsighted-ness (hyperopia) in preschool children is associated with significantly worse performance on a test of early literacy.
Vision problems in children are prevalent
1 in 4 children has a vision problem significant enough to impact learning. That number is as high as 1 in 3 in more economically challenged communities.
Current Virginia mandates are outdated and ineffective
  • The American Optometric Association estimates that traditional chart based school vision screenings miss up to 33% of those needing follow-up vision care.
  • Traditional chart based screenings test only for acuity.
  • Young children do not perform reliably on traditional chart screenings in mass.
  • Technology, effectively incorporated into a comprehensive program, significantly improves the pro-cess and student outcomes.
Virginia Numbers
  • § 22.1-273 of the Code of Virginia requires 386,134 VA school students to be screened annually.
  • More than 96,000 of those screened have vision problems, as many as 1/3 will go undetected.
  • Underperformance in school costs Virginia nearly $137 million annually.
Impact of HB1408
  • Updates screening protocols to incorporate current technologies.
  • Improves efficiencies in screening delivery, saving instructional time and money.
  • Improves detection.
  • Improves reporting, data collection and parental response to recommendations for follow-up care.
  • Moving just 1 child from a failing to a passing student in every Virginia school saves the Education budget more than $20 million in costs associated with academic underperformance.
